Domestic Femicide Foreseen: Media Roundup

August 2025

Routinely, men that are deemed dangerous by Crown prosecutors and judges, as evidenced by the granting of protection orders and/or no-contact as a bail condition, are released into the community and as a result, fatally harm women. Below are a number of tragic cases where femicide has been allowed to happen.

Laura Gover was found dead in her Saanich home in January 2026. Her former partner, Muhammed Ali Basar, has been charged with second degree murder in relation to her death. Gover had a protection order against her ex, a detailed safety plan that she followed meticulously, and followed up with police regularly.

Christopher Bernard Jarvis, was charged with second-degree murder after killing his wife, Pamela Jarvis in Merritt, B.C. The murder took place in December 2025. Christopher has been denied bail and remains in custody until his next court appearance on Jan. 6, 2026.

Kenneth Campbell is facing charges of second degree murder following the murder of a woman in Inuvik in October 2025. RCMP investigators believe this a case of intimate-partner violence.

Savannah Kulla was killed by her former partner Anthony Deschepper in a Brampton plaza parking lot in 2023. Anthony fatally shot Savannah before abducting their daughter. He was already facing trial for an intimate partner violence case involving the same woman, where he was accused of firing a handgun near her. Anthony was later killed in a shooting with police after an hours-long manhunt, in October 2025.

Simcoe man, Justin Morgan has been charged with two counts of first-degree murder after killing his mother, Barbara Morgan and another victim, Robert Sykes in October 2025. Post-mortem examinations determined that the deaths were homicides.

Viet Quy John Ly has been accused of murdering his spouse, Jinfeng Guan as well as two other women, Jianghui Deng and Chunxiu Yin whose bodies were found by police in September 2025. Jinfeng Guan was initially the lone survivor, but later died in hospital. Ly is in custody and facing two counts of second-degree murder, and evidence was being submitted for the consideration of a third murder charge against Ly.

Tyrone Simard killed his sister, Marina Simard, and attacked several others with a knife on Hollow Water First Nation, in September 2025. He had been ordered to stay away from his sibling and the other victims while he was out on bail. Tyrone had previously been charged with assault with a weapon and mischief for alleged offences in June 2025 as well as charges of sexual assault, sexual interference and invitation to sexual touching from incidents in 2017.

Priscilla McGreer was shot to death outside her home in August 2025. Her cousin, Kyle Laumen, has been charged with first-degree murder, aggravated assault and breach of probation. He has an extensive history with the courts including a 2018 homicide charge that was ultimately stayed.

James Edward Plover was charged in relation to the death of Bailey Plover in what Kelowna RCMP called a “highly visible and tragic event” on July 4 at a parking lot on Enterprise Way.
The B.C. Prosecution Service confirmed in a statement on that James Plover was convicted of three counts of uttering threats, and one count of assault by strangling on the day of the attack. Court documents indicated the case concerned intimate partner violence.

Ramadhan Nizigiyimana, 33, has plead guilty to a charge of second-degree murder for the killing of his wife. Nizigiyimana stabbed his wife to death at a gathering of fellow Rwandan refugees in Windsor. “This was a gross breach of trust of the marital bond,” said Lesperance, noting that at the time of the crime, Nizigiyimana was already charged with domestic assault and uttering threats. Nizigiyimana’s bail conditions included no contact with his wife and no possession of weapons.

23-year-old Madisson Cobb was shot while leaving work in a Haysboro parkade on July 19. Devon Bradley Malik, 26, is now charged with first-degree murder in relation to the death of Cobb. The police said Cobb and Malik were in a relationship that ended earlier this year. Cobb had applied for a restraining order against Malik and in June the courts issued the restraining order.



Investigators say the deaths of two people in Abbotsford on Monday (June 30) appear to be a murder-suicide. July 1st, The Abbotsford Police Department (APD) reported that they responded at 7:46 p.m on Tuesday from Monday’s reports of a “violent dispute” at a residence.

According to the statement of facts, Alfonso was working in a uniform capacity at 32 Division on Aug. 15, 2022 when he and his partner, Const. Sang Youb Lee, responded to a call about a domestic incident that was captured on body-worn camera footage. Mallia told the officers her ex-boyfriend had been harassing and threatening her in text messages. She expressed to them that she was “really shaky and jittery,” according to the documents. The documents say that some of the messages between Dowman and Mallia were “threatening in nature,” including one text message that threatened Mallia with death.

In 2012, Smith was charged in the attack of his mother and the assault of a neighbour, and was later found not criminally responsible due to a mental disorderโ€ฆ In 2022, the Ontario Review Board considered granting him absolute discharge, meaning his mental health care wouldnโ€™t be overseen by St. Josephโ€™s Forensic Outpatient Programโ€ฆ The hospital, Smithโ€™s treating psychiatrist and the Crown were all opposed, agreeing that โ€œSmith posed a significant threat to the safety of the public and should therefore remain under the boardโ€™s supervisionโ€

May 2025 – Police identified the couple as Kurt Theoret, 84, and Virginia Theoret, 82. A police spokesperson said Kurt Theoret shot his wife and called 911 before taking his own life.

Jan. 16, 2024 the 40-year-old mother of three was stabbed to death outside her childrenโ€™s school in Strathcona Park. The killer who was her estranged husband, took his own life and was found dead nearby by police. The family of the Calgary woman is hoping to share her story, saying they hope to change a system they believed failed her.

Brittany Doff had complained to her mother and friends about her relationship with Kadeem Nedrick and called 911 to report his violence. He was charged with numerous offences and was diverted into a domestic abuse program but killed her in January 2022, with three sessions in the program to go. April 2025 Nedrick pleaded guilty to second-degree murder.

Erin Kern was found dead inside her home in February 2025. Drew Moore, 36, is charged with second-degree murder in the death of Erin Kern, 30, and with the attempted murder of Kern’s 62-year-old father. Moore had faced a string of charges for breaching court orders and allegedly attacking Kern several times, dating back to the summer of 2024.

 Jennifer Zabarylo was found dead Aug. 26, 2024. Her husband, Michael Zabarylo, 55, was initially charged with second-degree murder in the death of 47-year-old Jennifer Zabarylo but is now facing the stronger first-degree murder charge.

In December 2024, Ronald John Candaele of Calgary was sentenced to 15 years in prison for killing his 33-year-old wife, Melissa Blommaert, in 2020 by driving over her in a loaded U-Haul. He committed multiple acts of violence against her in 2018 that he was convicted of in 2019. Despite this, they married while the no-contact order was in place. Candaele was still on probation the night Blommaert died and under a no-contact order.

In November 2024, Shilei Du was charged with first-degree murder for the death of his 29-year-old partner, Guangmei Ye, killed on November 7th. Court records show that the accused allegedly uttered threats against the same victim on Sept. 7, he pleaded not guilty and was granted bail under certain conditions on Sept. 9.

Gojko Spanovic, 59, from Hamilton is facing several criminal offences, including manslaughter, stemming from an alleged violent assault against his 86-year-old mother, Milka Spanovic, who was hospitalized and died from her injuries. Police said at the time of his arrest, Spanovic was on two separate release orders for alleged offences committed against family members in 2024.

Michael Belhu, 33, has been charged with second-degree murder in the October 2024 deaths of his ex-girlfriend and mother of his child, Katrina Zwolinksi, 30, and her mother, Laurie Crew, 67. Previous court documents show the accused had been charged with mischief for allegedly damaging Crewโ€™s front door on Moulton Court in February, the same address where the women were found.

Hamid Ayoub was sentenced to two life sentences for the June 2021 first-degree murder of his wife, Hanadi Mohamed, and attempted murder of his daughter, 22 at the time. The trial heard evidence of past calls to Ottawa police about Ayoubโ€™s abuse of Mohamed in the months and years before his attacks, none of which resulted in charges.

In 2024, Brandon Yellowfly pleaded guilty to the 2022 second-degree murder of his spouse, Autumn Crosschild, 25. In court, evidence was heard that over a seven-day-period shortly before her murder, police were called to check on Crosschild several times.

In August 2024, Marlon Glover killed three people at a home in the municipality of McCreary before he died of a self-inflicted gunshot wound. The manโ€™s ex-partner managed to escape and hide in a wooded area, after which Glover went to a nearby residence, where he killed her parents and brother. Late last year, she was granted a protection order against him, he was under conditions not to have contact with her.

Vanessa Terry was found dead on April 6, 2024, in her home onn the Sqโ€™รฉwqel First Nation in B.C.โ€™s Fraser Valley. Frederick Paul Charlie, 36, has been charged with second-degree murder. He has been charged with intimate partner violence offences on four previous occasions. His most recent conviction was for a breach of a release order. He was sentenced to one day in jail and 18 months probation for that offence in March of 2023.

 In October 2023, Kulwant Kaur was killed in her New Westminster home by her husband who was convicted in the past for his uttering threats against her and for breaching the no-contact condition of his bail release. Balvir Singh is charged with second-degree murder in relation to her death.

In August 2023, Brianna Jankauskas from Kelowna was killed by a man who was charged and released the year before for assaulting another woman with a weapon. Brandon Davina is charged with second-degree murder in relation to her death.

Stephanie Forster was shot on December 8, 2022 in Coquitlam, BC. Investigators believe her ex-husband, Gianluigi Derossi, is responsible for the murder, but he died of self-inflicted injuries two days later in Surrey. Court records confirm that Forster had a restraining order against Derossi at the time of her death.

In July of 2022, Amber Culley and Mimi Kates, both mothers to young children, were killed in Chilliwack, BC by Eric Shestalo who was arrested and charged a couple of months prior with two counts of assault and two counts of uttering threats to cause death or bodily harm. He was released with conditions that he subsequently breached and followed through on his deadly threats

Jian Wei Wang, 50, is charged in relation to the death of Jian Ying โ€œAngelaโ€ Du on May 1, 2022 in Vancouver, BC. He was previously charged with assault against her in May of 2021 and was released on bail conditions not to have contact with her

April Monk died in Vancouver on February 8, 2022 following an attack by Donald James Beynon, her boyfriend. Five months before he killed her, he had been charged with assaulting her and was released under the condition he was not to have contact with her.

In August 2018, Dahia Khellaf filed a police complaint alleging domestic violence by her husband Nabil Yssaad, leading to charges against him of assault and assault with a weapon. Prosecution proceeded with a peace bond requiring Yssaad to stay away from his wife. Five days after that document was signed and the charges were dropped, police say Khellaf and her two sons were strangled to death in the family home. He ended his own life the next day.
